The territorial desk

The U.S. Virgin Islands desk

Most Chicago accountants have never seen a mirror-code return. This practice files them.

The U.S. Virgin Islands runs its own tax system: the federal code applied as local law, with returns routed to the Virgin Islands Bureau of Internal Revenue instead of the IRS. It is thinly documented, easy to get wrong, and almost nobody on the mainland works in it.

This practice does, through its sister practice, Goldman & Associates in St. Thomas. If you have USVI income, USVI ties, or a move to the islands on your mind, the territorial questions get answered at the same desk as your Chicago return.

  • Mirror-code returns

Income tax returns filed under the USVI mirror system, prepared and routed to the right bureau the first time.

  • Bona fide residency

Establishing residency under section 937, the fact pattern that decides whether you file with the islands, the IRS, or both.

  • Dual filing for mainlanders

U.S. residents with Virgin Islands income file in both places. Form 8689 allocates the tax between them.

  • EDC advisory

The islands' Economic Development Commission program: what the benefits are and what qualifying actually takes.
